Energy Alerts are issued when CAISO declares an electrical emergency to the businesses, governments and residents to voluntarily reduce their electricity use. The alert is used to prevent Stage 1 Electrical Emergencies - times when the demand for electricity is at its peak, typically during very hot weather.

The alert is used to prevent Stage 1 Electrical Emergencies - times when the demand for electricity is at its peak, typically during very hot weather.  
This will cause your vera unit to look for an alert at micasaverde.com (http://micasaverde.com/status.xml) every 60 seconds. If it founds that page it will trigger the scene.
