The timing can be sensitive with this remote, so follow these steps exactly. The instructions assume you're running firmware 1.1.x or later, and that you will be leaving Vera as the primary Z-Wave controller in your home, adding the GE remote as a secondary.
1. On the remote, press the Z-Wave button once or twice until it says "Light", meaning you're in Z-Wave mode. Press and hold SET for 3 seconds until you see Z-Wave setup. Press "OK", press "RIGHT ARROW" several times until you see Network, press "OK", when it says Reset, press "OK". After you see Resetting Successful, press SET to go back 1 level so it says Network. Press the Left arrow so it says Transfer, press "OK", press the Right arrow a few times until is says Receive. Do not press "OK" yet, just leave it at 'Receive'
2. In Vera's UI, choose Add, Devices, Z-Wave, scroll down to 'battery operated remote' and choose 'Add one'. Wait until you see the 'Add new devices now...' in Vera's info panel.
3. Press "OK" on the GE remote to start the receive process.
Now you can attach the GE remote's scene buttons to Vera's scenes the usual way by selecting the Scene in Vera, then the Events tab, add an event, select the remote control, select the 'scene button is pressed' event, and choose the scene number/id you want to use on the GE remote.
To activate that scene on the GE remote, tap the ZWave button to go into ZWave mode (you should see the display say 'Light'), then press the SCENE button near the bottom of the remote, press the scene number, and CH+ to activate that scene. Press CH- to turn off whatever lights are in that scene.
